How it works
PEG-40 hydrogenated castor oil is castor oil that has been hydrogenated and then ethoxylated with about forty units of ethylene oxide. The result is a solubiliser: it lets a water-based product carry oils, fragrance or oil-soluble actives while staying completely clear.
That clarity is the whole point. A micellar water, a facial mist, a clear cleansing gel, a toner with a botanical oil in it — none of these can look the way they do without something performing this job, and PEG-40 hydrogenated castor oil is one of the two or three ingredients that do it well.
The evidence
On skin it is mild. It is not an irritant at use levels, does not meaningfully penetrate, and contact allergy is documented but uncommon.
Two things get raised about it, and they deserve separating. The first is the ethoxylation question, which is identical to the one about polysorbates: the process can leave traces of ethylene oxide and 1,4-dioxane, a probable human carcinogen, and the remedy is purification — steam and vacuum stripping bring residuals down to a few parts per million. It is a real issue that belongs to the supplier's process rather than to the molecule, and no label distinguishes a well-stripped grade from a poorly-stripped one.
The second is a case of mistaken identity worth clearing up. Serious anaphylactoid reactions are associated with polyoxyl 35 castor oil, sold as Cremophor EL and used as a vehicle for intravenous drugs. That is a different material, given by injection, in gram quantities. Applying that history to a solubiliser at a fraction of a percent in a toner is not a cautious reading of the evidence; it is a category error.
Suitability
- All skin types — it is a formulation aid with no activity of its own
- Sensitive skin: fine; if a clear product stings, look at what it is solubilising
- Anyone avoiding ethoxylates as a class will want to avoid it
Concentration
Usually well under 2%, dosed to whatever the oil phase requires. There is no benefit to more, and a formulator uses the least that keeps the product clear.
Conflicts & combinations
None. As with the polysorbates, the useful thing its presence tells you is that the product contains dissolved oils or fragrance — which is the more likely source of a reaction than the solubiliser holding them there.

Is PEG-40 hydrogenated castor oil safe?

What about 1,4-dioxane?
