How it works
Octinoxate — ethylhexyl methoxycinnamate on an EU label — is an organic UV filter that absorbs ultraviolet light and releases it as a negligible amount of heat. Its absorption peaks in the UVB range around 310 nm, which is the wavelength band responsible for sunburn.
What it does not do is as important. It offers essentially no UVA protection, and UVA is the band most associated with photoageing and pigmentation. Octinoxate on its own is a sunburn filter, not a broad-spectrum one, so it is always formulated alongside something that covers the rest.
The evidence
Two properties define how it has to be used. First, it is not photostable: it degrades under the light it is meant to block, losing a measurable share of its filtering capacity within the first hour of exposure. Second, and more awkwardly, it actively destabilises avobenzone — the most common UVA filter — so a formula pairing the two loses UVA protection faster than either would alone. Formulators work around this with octocrylene or a photostabiliser, which is why you rarely see octinoxate and avobenzone together without one.
On safety, the FDA's 2019–2020 maximal-usage trials found octinoxate reaching plasma concentrations above the 0.5 ng/mL threshold that triggers further study. The FDA's own position on that result is worth repeating: exceeding the threshold means the data is incomplete, not that harm was shown, and the agency explicitly did not advise anyone to stop using sunscreen. Endocrine activity has been demonstrated in cell and rodent studies, generally at exposures far above what topical use produces; human evidence of harm has not followed.
Suitability
- Anyone using it should check the formula is broad-spectrum by other means
- Fine on most skin types — it is a cosmetically elegant filter, which is why it persists
- Avoid if you are in Hawaii, Key West or Palau, where it is not sold
Concentration
Capped at 10% in the EU and 7.5% in the United States. Higher is not better here: the photostability ceiling means the practical limit is set by what the rest of the formula can hold together, not by the filter itself.
Conflicts & combinations
The avobenzone interaction is the one that matters, and it is a formulation problem rather than something you can fix by layering differently. Reef legislation in Hawaii, Key West and Palau names octinoxate alongside oxybenzone; the coral evidence behind those bans is contested and drawn largely from laboratory exposures, but the commercial effect is real — many brands reformulated rather than carry a filter they cannot sell in those markets.

Is octinoxate a broad-spectrum sunscreen?
