How it works
Oxybenzone — benzophenone-3 on a European label — is an organic filter covering UVB and the shorter end of UVA, roughly 270 to 350 nm. That span is genuinely useful: it is one of the few single filters that does real work in both bands, which is why it was a sunscreen staple for decades.
It is also used at low levels for a completely different purpose — protecting a formula's own colour and fragrance from light. The EU regulates the two uses separately, because a product can contain it without relying on it for sun protection at all.
The evidence
Oxybenzone is the most systemically absorbed of the common filters by a wide margin. In the FDA's maximal-usage trials it exceeded the agency's 0.5 ng/mL plasma threshold many times over, and was detectable for days after application. As with every filter in those trials, the FDA's stated position is that this triggers a data requirement rather than a finding of harm, and it did not tell anyone to stop using sunscreen.
The better-established problem is allergy. Oxybenzone is the most frequent cause of photoallergic contact dermatitis among sunscreen ingredients — a rash that appears only where product met sunlight, which people routinely mistake for heat rash or a sunburn reaction. If a sunscreen has ever given you an itchy, spreading rash on exposed skin, this is the first ingredient to check for.
The EU acted on the absorption data in 2022. Regulation (EU) 2022/1176 cut benzophenone-3 to 6% in face, hand and lip products, and to 2.2% in body products, fully in force from July 2023 — a substantial reduction from the previous 6% across the board.
Suitability
- Reasonable for occasional use on intact adult skin in a well-made formula
- Avoid if you have had any reaction to a sunscreen — this is the likeliest culprit
- Widely avoided for children and in pregnancy, more on precaution than demonstrated harm
Concentration
In the EU: 6% face, hands and lips; 2.2% body; 0.5% when used only to protect the formula. The United States still permits 6%. Modern broad-spectrum formulas can reach the same protection with Tinosorb, zinc oxide or the newer filters, which is the practical reason to prefer them.
Conflicts & combinations
No layering conflicts worth managing. The real context is commercial and legal: Hawaii, Key West and Palau ban its sale, the coral evidence behind those laws is contested and largely laboratory-based, and between the reef laws, the EU limits and the allergy profile most brands have simply moved on. Finding oxybenzone in a new sunscreen in 2026 is increasingly unusual.
